(A Study on the Scope of Social Welfare Expenditure in the Budget Structure of Local Government)
[ Abstract ]
This study indicates that many studies on social welfare expenditure of local government have statistical problem. Statistical problem is due to the inconsistent definition and classification of social welfare, and the diverse scope of social expenditure category in the budget structure of local government. Program structure in the program budget which will be introduced in 2007 has also some problems because each local government has different categories of program structure.
This study suggests that the definition and classification of social welfare should follow the criteria of OECD social expenditure, which can be revised according to Korean context. Classification of budget items by function is the same category among central and local governments in the program structure. The program of program structure, not activities, should…(drop)
